Where to find bootsec.exe in an official version is what would be nice to know as it is impossible to find it via search on MS pages. You can probably find the link to download the 32-bit ISO from Digital Rivers if you google it. For uefi the usb drive needs to be formatted fat32 but this tool will format the drive ntfs.
